Actually, not me. I am obsessive/compulsive and I "must" have the booklet , lyrics, digipacks, bonus tracks, limited editions/yadayada.
So no I would "not" settle for a folder or a blank CD-R.

I'm the same exact way. It even drives me mad when a band/label sends a CD without the back insert! Happens all the time, just the CD and booklet. I realize it's their way of keeping reviewers from selling them, but goddamn it sucks! I need back inserts for Illusions by Arwen, Dies Irae by Where Angels Fall, and Fate In Gray by Time Symmetry. It sucks!

If I ever download anything it just sits on my PC. Occasionally I'll put it on a CDR, but rarely because I like WMAs on my CDRs because they're smaller than MP3s. And then it's only for my truck as I live in a shitty town and generally don't trust people so I don't want someone stealing my CDs. Plus, I can put most bands' discographies on one CD and listen to it on shuffle while driving. That's awesome!!
Most of what I have permanently saved on my PC is just rare shit. Old demos converted to MP3 and whatnot.
