Underground can simply mean unsigned bands, or bands signed to independent labels. Bands can be locally known in their own scenes, but not necessarily known to the rest of the world easily.
There's a reason why many underground metal (not only BM mind you) has limited print. Small independent labels are always struggling financially. They cant afford to print many copies, especially when they arent receiving enough support. Normally after an initial batch is fully sold, they would print another batch if there's enough demand. Downloaders who never contribute a cent are only killing the underground scene in the long run by not giving them the support they deserve.

Some bands limit their stuff because they have no money, some bands limit their stuff because they don't want everyone to have it so they can stay underground. And obviously I am talking about the latter, so your post is completely pointless if it is an answer to mine.

I may have misconceptions but you obviosuly have downright ignorance about the issue when it comes to black metal. Some black metal bands choose to have raw production, a week in the studio is something everyone can afford but they choose not do do that to keep it raw, so it isn't the because of the lack of money.
What you say might be the case for others, but not black metal, so shut up if you don't know.
