It bears mentioning that Stalin directed specifically ethnic persecutions against Jews, Ukrainians, Poles, and others when it suited him to do so. The man sure was fond of killing.
Ukrainians were killed en masse to the tune of 5-7 million in the 30's
Kazakhs were exterminated to about a million
hundreds of thousands of poles and ukrainians were ethnically cleansed and removed from their homes to make for racially pure, homogeneous soviet/communist republics
Lithuanians, Latvians, and Estonians were all targetted
Yeah, sure, "anyone" could be killed if you aren't part of the master Russkiy race
