I hate it when they use "" for such standard expressions like heavy and melodic. It only makes it more confusing as if saying: it's not really heavier and more melodic but maybe if you see it differently maybe you could call it that....
And the working titles, don't really help seeing things in an optimistic way but well I don't want to be nit-picky and judge from that.
But I wonder about one thing, was there EVER any band that said that their upcoming album was/is/would-be actually worse than their previous efforts ?? Any at all ?

Probably. I think The Beta Band described one of their albums to the press as "rubbish". I suppose it could be argued that if you say your album isn't as good as the last one, then people will think "what's the point in making another album then?"

I think this newer album will be much better, maybe even a return to form. It's all speculation at this point. I'm sure even if it was really good eveeryone will bitch regardless.

I'm sure that it will be better, because it's almost impossible to do a worst album that st. Anger. Doing something with the quality of reload will be considered a great great improvement.

What I really don't expect is a great album, just a decent one.

Well, I mean I think it will be thier best since ...and justice for all.

Deep purple had the same problems until they came out with Machine Head.

From the looks of it, I think the new album would be somewhere between a little above average to very good. Something like between a 60-80/100. Again, it's only speculation.

On a related note, that LiveMetallica.com service is really awesome. It allows you to download entire live shows from all eras of the band's career for free. I snagged a show from 1982 that had Dave Mustaine singing.
