Wasn't he "over" Rock music when he unleashed that horrible beast named the Methods of Mayhem? Doesn't he realize the only skill he has is pounding the skins like a madman? Is he not making enough money to satisfy his Hepatitis skank? Doesn't he know that no-one really cares?

Sounds to me like he admitted to being a failure. His sweeping generalizations about rock clearly must include his own music, and if music is one-dimensional it's because the artist allows it. And by saying that he's "over" rock or moving on from it or whatever the fuck, he's not even attempting to pretend that he's an exception to his own rule.

I think pretty much anybody that has any sense at all has been over Tommy Lee for many, many years.

This sounds like a publicity stunt to me. Not that it really matters, Tommy Lee is another product of that "what the hell are they doing" kool-aid that celebrities seem to enjoy so much.
