My vote was finland. Especially the city of Espoo. It must be the metal capital of the world because it produced children of bodom AND kiuas and I'm sure many more.

Finland... They have heaps of great bands, particularly BM bands. And I don't have much love for melodeath.

I think it's close, but the fact alone that I think that it's close leads me to believe I secretly think Finland has better metal acts, but don't really want to admit it ;)

I like many acts that are from sweden, such as Dark Tranquillity and Katatonia, but i'd have to say more bands from Finland have impressed me over the past few years. Their guitar style is very unique and distinctive and they have many virtuoso guitar players.
They also write the catchiest guitar oriented stuff out there...well in general :)
