Back in the 80s, everybody called those bands speed metal... Even Metallica/Megadeth/Whiplash's debuts were called speed metal. Power Metal was, then, the american version of the NWOBHM which emphasized on the epic aspects and speed of the music (see Manowar, Jag Panzer). Speed Metal was big in the mid 80s!
