Most likely you won't get many promos at first. Once in a while one of the reviewers that have a few label contacts (Zadok, Alex, etc.) will send out an email letting the reviewers know that a few promos are up for grabs, but that doesn't happen very often. Same goes with unknown bands that are asking for someone to review their album for them.
If you're worried about not having enough material to review, and don't want to look online for an illegal download, then I suggest signing up for a music service such as Rhapsody or Zune's music service; basically all the music you could ever want for $15 a month. I have Rhapsody and I never run out of things to review because of it.
Also, if you become a reviewer, try submitting applications to labels for access to iPools; you won't always get in, but if you do, it will give you many more reviewing options. Try messaging lesser-known bands on Myspace asking if they want an album reviewed, they'd likely be more than happy to send you mp3's or even a physical album.
I've never, ever run out of things to review, though, and I was worried at the beginning like you. So don't worry, one way or another you'll have something to write every week.
