By decriminalisation you mean legalization of drugs? I think the possibility is 0%. Politicians and druglords are so colluded that they are now practically the same thing.
Also, according to some polls, 65% of the population is against legalization. What a pile of horseshit. We are not so fortunate as Uruguay, they have the best president ever in the history of mankind (maybe I'm exaggerating a bit but he's such a fine person).

1. The biggest cartel in finance is the Cartel of Sinaloa, led by El Chapo Guzmán. In terms of territory and soldiers, los Zetas.

Yes. They are extremely ruthless and have no code of honor as other cartels. They dismember kids and women with ease. Remember the comment about the ten heads? Well, those were Zetas heads. La Familia Michoacana fought three years to banish the Zetas from Michoacán. Very brutal war.
3. I don't believe the Lazca (leader of los Zetas) is dead. Same thing happened with the leader of La Familia Michoacana, Nazario Moreno aka el mas loco (the craziest one). The goverment said they killed him but never showed the body...
4. Zetas were initially part of the Gulf Cartel. They were a group of elite soldiers from the mexican army that deserted searching for money. But they got so powerful in a few years that they split from the Gulf Cartel and formed their own.
5. Basically all the cartels are fighting against los Zetas. They have no allies.
