Because if it wanted to exist it would have to cement x thousand different cultures and identities into one "country", which would most likely require a bit of an iron fist. :omfg:

Where is the iron fist of the EU? Seriously, I don't know much about it since I'm a yank and no self-respecting yanks gives a rat's ass about the EU. I know the EU isn't exactly an entire government but it also is a hell of a lot more than a basic military alliance.

I don't think a single country has to have a solidified culture. That's our situation in the states and I think that's the dumbest fear of the Tea Party is that multiculturalism equals failure.

Well, the EU probably couldn't become an actual continental government. There is already very heavy resistance to greater powers for it from both left right and centre. It it is actually going to progress it won't need an iron fist per se, but it will have to be done at quite a high level and actual guages of public support like referenda will be craftily avoided.

Besides, the EU is a bit different, because of the shared experiences and deep similarities between many European countries. Germany and France integrating governance structures is very different from the US and Iran doing the same.

True, true. It was just the most powerful coalition of nations, much moreso than the UN's bickering, I could think of.
